Kazakhstan: new possibilities of obtaining IIN for foreigners in 2025

Since January 2025, Kazakhstan has suspended the possibility of obtaining an individual identification number (IIN) at embassies and consulates in Russia and Belarus. This decision created inconvenience for foreign citizens planning to do business, purchase real estate or use financial services in Kazakhstan.

What is an IIN and what for it is needed?

IIN (Individual Identification Number) is a unique 12-digit code, which is assigned to an individual during the initial registration in the system of public services of Kazakhstan.

For foreign citizens, the IIN is required to perform the following actions:

  • Opening a bank account in Kazakhstan.
  • Buying real estate and vehicles.
  • Conducting business activities.
  • Participation in various legal and economic processes.

What has changed since January 2025?

In April 2024, a pilot project was launched, which provided an opportunity to obtain an IIN through 96 foreign institutions of Kazakhstan around the world. This project was valid until December 31, 2024.

However, at the beginning of 2025, foreigners lost the opportunity to obtain an IIN through Kazakhstan’s consulates and embassies in Russia and Belarus. The only way to obtain the number was through personal visits to the Population Service Centers (PSCs) in Kazakhstan.

Pilot project: why extension is necessary.

Key features of the project:

  • Wide coverage: the service is available in embassies and consulates of Kazakhstan in different countries.
  • Simplified access: foreigners can apply for an IIN without having to come to Kazakhstan.
  • Timeframe: the project is designed for nine months, with the possibility of extension in case of successful implementation.

The return of the service through foreign institutions will significantly ease the life of foreign citizens interacting with the Kazakhstani economy. It is particularly relevant for:

  • Businessmen planning to open companies or conduct transactions in Kazakhstan.
  • Investors interested in acquiring real estate or other assets.
  • Individuals dealing with Kazakhstani banks and financial institutions.

 What are the prospects?

The extension of the pilot project may become the basis for the introduction of this service on a permanent basis. If the system proves to be effective, foreigners will be able to use the convenient process of IIN registration without restrictions and time limits.
