Abolition of universal declaration of individuals in Kazakhstan

Prime Minister Olzhas Bektenov at the government meeting on November 19, 2024 announced the decision on universal declaration of Kazakhstan citizens, FChain Kazakhstan reports.

The original purpose of the reform was to increase transparency and identify shadow revenues. However, at the direction of President Kasym-Jomart Tokayev, the government began analyzing the need to extend mandatory declaration to all citizens.

Finance Minister Madi Takiyev reported that today within the first three stages of the system of universal declaration has already entered 4.8 million people, including civil servants, heads and founders of commercial organizations, quasi-governmental sector and their spouses.

“Regarding the obligations of about 8 million people, the remaining categories of citizens to provide declarations, we propose to exempt this category of citizens from submitting declarations of assets and liabilities, taking into account the digitalization of databases and the development of cashless payments. Exemption will affect more than 90% of individuals in this category,” he said.

Declaration is proposed to be retained for the following category of persons:

– Having assets outside Kazakhstan;

– who have made acquisitions worth more than 20,000 MCI (74 million KZT in 2024) during the year;

– who have received self-taxable income.

Citizens will be given the right of voluntary declaration. The necessary amendments will be prepared and submitted to the Parliament within three days.
