New rules for registering foreign citizens have been introduced since 2024 in the Republic of Kazakhstan. According to changes in the migration legislation, a mandatory procedure of dactyloscopy, a special procedure of taking fingerprints by scanning with a reader, has been introduced. The dactyloscopy registration is performed at the migration service units at the place of stay.

MANDATORY DACTYLOSCOPY IN KAZAKHSTAN FROM 2024

Compulsory fingerprint registration is subject to:
- foreigners and stateless persons when applying for a temporary or permanent residence permit in the Republic of Kazakhstan;
- foreigners and stateless persons when obtaining visas of the Republic of Kazakhstan;
- foreigners and stateless persons who applied for a foreigner’s residence permit in the Republic of Kazakhstan, a stateless person’s certificate for the first time or for its restoration or replacement;
- foreigners and stateless persons applying for the status of an asylum seeker, who applied for the first time to receive a refugee certificate and (or) travel document or for their restoration or replacement;
- foreigners and stateless persons subject to deportation from the Republic of Kazakhstan or subject to international readmission treaties ratified by the Republic of Kazakhstan.
