On May 28, 1918, the Declaration of Independence was signed by the National Council of the Azerbaijan Democratic Republic, proclaiming Azerbaijan’s independence to the world. This historic document laid the foundation for the first parliamentary republic in the East. State institutions were established, legal and political reforms were implemented, national borders were defined and national symbols were adopted. The principles of democratic governance were introduced and Azerbaijan gained recognition in the international arena.
