Obtaining Kazakhstani IIN in foreign institutions in 2025

Previously, it was possible to obtain an Individual Identification Number (hereinafter – IIN) for foreigners in Kazakhstan’s foreign offices. With the beginning of 2025, this pilot project was suspended.

As of today, Kazakhstan has launched a new pilot project for obtaining IIN in Kazakhstan’s foreign offices for foreign persons from 100 countries. However, there are new rules and list of documents for IIN formation.

I. Who can get an IIN?

The state service is rendered by the Ministry of Internal Affairs of the Republic of Kazakhstan (hereinafter referred to as the service provider) through the foreign institutions of the Republic of Kazakhstan to:

  • potential investors;
  • exporters of goods and medicines;
  • foreign citizens who are spouses of citizens of the Republic of Kazakhstan (for making a mark on registration of civil status acts in the Civil Registry Office);
  • children of a foreign state (up to 16 years old), one of whose parents is a citizen of the Republic of Kazakhstan;
  • foreign citizens who accept inheritance;
  • potential participants of Digital Nomad Residency and Digital Nomad Visa programs;
  • foreign citizens with disabilities;
  • foreign citizens from 65 years old.

 

Through the Ministry:

  • employees of diplomatic missions.

 

II. What documents are required to obtain an IIN?

In order to receive a state service, a service recipient personally applies to a foreign country office of the Republic of Kazakhstan or the Ministry and submits the following documents:

1) application according to the form;

2) a copy of the identity document and its original for verification (a valid passport, unless another procedure is established by international treaties of the Republic of Kazakhstan);

 

For potential investors, additionally one of the following documents:

  • a document confirming membership in the Council of Foreign Investors under the President of the Republic of Kazakhstan;
  • investment contract concluded with the authorized investment body of the Republic of Kazakhstan;
  • recommendation of state bodies or quasi-state sector entities confirming the applicant’s realization of the investment project in the territory of the Republic of Kazakhstan;
  • recommendation of the International Financial Center “Astana” (hereinafter – MFCA), confirming the procedures of registration of its member MFCA for the implementation of the investment project by the applicant on the territory of the Republic of Kazakhstan;

 

For exporters of goods and medicines additionally:

– a copy of the internal document of the organization “on appointment of the first head” and (or) on the employee of the organization, indicating job responsibilities related to marking of goods with means of identification, and its original for verification (indicating the list of goods in respect of which marking operations are carried out);

 

For foreign citizens married to citizens of the Republic of Kazakhstan additionally:

– certificate of marriage (matrimony);

 

For foreign children (up to 16 years old), one of whose parents is a citizen of the Republic of Kazakhstan additionally:

  • birth certificate;
  • a document certifying the identity of one of the parents and confirming the citizenship of the Republic of Kazakhstan;

 

For foreign citizens, realizing the acceptance of inheritance additionally one of the following documents:

  • death certificate of the deceased relative with confirmation of family ties;
  • a will;

 

For potential participants of Digital Nomad Residency and Digital Nomad Visa programs, additionally one of the following documents:

  • copy of IT education diploma (if available), certificate of advanced training in the IT field and their original for verification, as well as a portfolio in the IT field;
  • copy of the internal document of the IT company “on appointment of the first manager” and its original for verification (for managers of the IT company).

 

For persons with disabilities additionally:

– medical certificate confirming disability.

 

III. Term of rendering the service

The term of rendering the state service is one working day.

The day of application of a foreign citizen to the foreign office of the Republic of Kazakhstan and the Ministry is not included in the term of rendering the state service.

IV. In what cases can the service provider refuse to accept documents and form IIN?

Refusal to accept:

In case of submission by the service recipient of an incomplete package of documents and (or) documents with expired validity period, the service provider refuses to accept documents.

 

Service provider refuses to provide a public service and provides the service recipient with a notice of refusal to form an IIN in cases of:

  • establishment of unreliability of the documents submitted by the service recipient to receive the state service and (or) data (information) contained in them;
  • non-compliance of the data and information of the service recipient necessary for rendering a public service with the requirements established by regulatory legal acts of the Republic of Kazakhstan;
  • detection of previously registered IIN by the service recipient;
  • submission by the service recipient of an incomplete set of documents and (or) documents with expired validity period.
