Key Labour and Social Security Updates in Türkiye Effective from 2026 - FCHAIN

As of 2026, new regulations have come into force in Türkiye regarding the minimum wage level, the upper ceiling for social security contributions, employer support mechanisms, and recent amendments to the Labour Law.

  1. 2026 Minimum Wage
  • Net minimum wage for 2026: 28,075.50 TRY per month
  • Gross minimum wage: 33,030.00 TRY per month
  • Daily gross minimum wage: 1,101.00 TRY
  • These wages are effective from January 1, 2026 through December 31, 2026.
  • Tax exemptions (for income and stamp tax) on minimum wage continue.
  • The government minimum wage support payment continues at 1,270 TRY.
  1. Social Security
  • The Omnibus Law No. 7566 published in the Official Gazette on December 19, 2025 amended Social Security Law (Law No. 5510) to raise the maximum earnings base for social security contributions (the “ceiling”) from 7.5× to 9× the minimum wage beginning January 1, 2026.
  • The monthly premium earnings ceiling becomes 297,270.00 TRY (9× minimum wage).
  • Administrative fines related to SGK notifications have been recalculated in line with the new wage base.
  • Some employer contribution rates and incentive mechanisms have new legal frameworks (as per the omnibus Act and pending legislative proposals).
  • Proposals regarding Bağ-Kur contribution and service crediting/borçlanma are evolving in Parliament.
  1. Labour Law / Employment Law
  • Under Law No. 7555 (Official Gazette dated July 24, 2025), amendments were made to certain articles of the Labor Law (Law No. 4857) affecting notification procedures and electronic consent using secure electronic mail (KEP).
  • Core provisions regarding working hours (e.g., 45 hours/week), overtime, annual leave, and paid leave remain governed by Law No. 4857.
  • As of January 2026, no comprehensive new standalone Labor Law has been enacted; existing law continues with the above updates.
