Kazakhstan: Updates In Taxpayer Categorization

Since 2019, Kazakhstan has instituted a taxpayer evaluation system, classifying their activities 

into three categories:  

  • low risk  
  • moderate risk 
  • high risk.  

Prior to 2023, these assessments were conducted every six months. Starting in 2023, risk 

assessments are carried out on a quarterly basis. Being profiled as a high-risk entity has 

detrimental consequences for a company, including inclusion in the list of frequent tax audits 

and additional forms of tax administration. These factors can significantly delay a company’s
