Kazakhstan: EDS Only in Person with Biometrics from June 28

Starting June 28, 2025, a new regulation comes into force in the Republic of Kazakhstan regarding the issuance of electronic digital signature (EDS) keys by the National Certification Authority (NCA RK). From this date onward, EDS certificates can only be issued in person after mandatory biometric identification. The previous procedure allowing EDS issuance via power of attorney through Public Service Centers (PSCs) has been abolished.

How to Obtain an EDS Now?

Biometric Identification
The applicant must appear in person and complete biometric identification at a Public Service Center (PSC) or a foreign mission listed on pki.gov.kz.
If Biometric Identification Is Not Possible (e.g., due to missing facial image in the national database):

The EDS application must be submitted from a personal computer.
After submission, the applicant must undergo in-person identification at a Registration Center.

Why Is This Important?

An EDS has the same legal force as a handwritten signature. Any transaction executed using the EDS is legally binding on its owner. The new rules aim to:

Strengthen protection against fraud
Prevent unauthorized issuance of EDS keys
Improve oversight of EDS issuance
Enhance overall information security

Legal Basis

These changes were introduced by Order No. 212/НҚ dated June 4, 2025, issued by the Minister of Digital Development, Innovation and Aerospace Industry of the Republic of Kazakhstan. The order amends the previous rules on the issuance, storage, and revocation of EDS certificates, originally established by Order No. 115/НҚ dated November 26, 2015.
