With the approval of the new procedure for the registration of foreign citizens and stateless persons in Kyrgyzstan, territorial divisions must adhere to the updated rules. This was reported by the press service of the state institution “Kyzmat”. The new procedure is aimed at simplifying registration processes, clarifying document and residence address requirements, as well as establishing uniform rules for various categories of foreign citizens.
Key registration rules
- Registration of foreign citizens and stateless persons is carried out both offline and online immediately after entry and no later than the last day they are allowed to stay in the country without registration.
- If a foreign citizen has multiple nationalities, registration is conducted based on the passport used for entry, except in cases of passport exchange.
- Registration takes place at the actual address specified in the application by the host party, which can be a residential property, dormitory, or another location that meets established requirements.
- If the host party is not the owner of the property, a notarized consent from the owner or a power of attorney for registration is required.
- For residential properties, a living space norm of at least 12 square meters per person must be considered, except for close relatives.
Documents for registration and extension
Registration is carried out based on the passport or other identity document presented by the foreign citizen upon entry, except for certain categories.
Extension of registration is possible based on documents confirming the right to stay, taking into account the purpose of the visit.
Such documents include:
- visa;
- residence permit;
- resident card of the Kyrgyz Republic;
- “Kairylman” status;
- “Meken-card”;
- certificate of stateless person;
- single permit;
- other documents provided for by law.
Extension of registration must occur no later than the last day of the current registration.
Features for EAEU citizens
- Citizens of Russia, Kazakhstan, Armenia, and Belarus can extend their stay based on an employment contract, individual entrepreneur certificate, or patent.
- With an initial employment contract and absence of information confirmation in the database, registration may be issued for up to 60 days, then extended for a year after confirmation.
Students and their requirements
- Foreign students from visa-free countries can extend their stay based on educational documents.
- A request from the educational institution, an educational contract, or an extract from the enrollment order is required.
- Proof of medical insurance is also required.
Foreign citizens working in Kyrgyzstan
For citizens of Tajikistan, Azerbaijan, and Georgia working in Kyrgyzstan, extension is carried out based on a single permit issued by the Ministry of Foreign Affairs.
Changes for citizens of Moldova
- Starting from September 23, 2026, citizens of Moldova can stay in Kyrgyzstan without a visa for up to 90 days within a 180-day period.
- If the visa-free period is exceeded, a visa must be obtained.
Rules for departure and changes in circumstances
If the departure from the country is 30 days or more, registration is automatically canceled. Upon re-entry, registration must be completed anew.
In case of changes in the duration, purpose of stay, or personal data, re-registration must be requested within 10 working days.
Registration of children and loss of citizenship
The updated procedure also applies to the registration of minor children, which can be done at the request of the parents. Additionally, foreigners who have lost their Kyrgyz citizenship can register for up to 90 days to arrange the necessary documents.
Recommendations for foreign citizens
- Foreigners are advised to check their registration period in advance.
- Registration is not carried out if a foreign citizen entered the country 3 days before the end of the stay without registration.
- If deadlines are violated, registration may be issued for up to 30 days with a protocol on the violation.
- Registration may be canceled in case of violation of rental conditions or obtaining a new passport.
