Social Security Institution of Türkiye (SGK) Announces: Professions Losing Early Retirement Rights Revealed

A new regulation has been introduced for employees eligible for early retirement through “Fiili Hizmet Süresi Zammı (FHSZ)”, a form of service time credit for working under hazardous or challeging conditions.

Social Security Institution (SGK) now requires proof from employees in hundreds of professions — ranging from managers to fish wholesalers — that they are indeed working under such conditions to qualify for early retirement.

The full list, covering 98 pages of occupational groups, will require documented evidence starting from April 2025.

A general communiqué published by SGK previously imposed restrictions on occupational codes used in declarations from workplaces subject to FHSZ.
As a result of SGK’s new review, professions under 4/a employment status that can no longer be reported for early retirement benefits via FHSZ have been identified.

Purpose Was Earlier Retirement

This regulation aims to prevent the use of restricted occupation codes for reporting FHSZ under 4/a employment during monthly SGK declarations.

If an employer attempts to file an FHSZ-based declaration under one of the restricted occupation codes using APHB/MUHSGK, the system will issue an error message.

SGK has taken a firm stance to prevent abuse of early retirement rights and has now enforced this decision.

Declarations Still Possible with Proof

For employees whose profession is restricted from automatic reporting but who actually work in hazardous jobs, employers must submit supporting documentation proving FHSZ eligibility to the relevant SGK unit.

This requirement will apply to all declarations starting from April 2025.

What is Fiili Hizmet Süresi Zammı (FHSZ)?

“Fiili Hizmet Süresi Zammı” is a regulation that allows employees in certain physically demanding or hazardous jobs to retire earlier than standard age limits.
It adds extra service time credit to their actual working periods to accelerate eligibility for retirement.
